Mission & Philosophy

Our Mission

It shall be the mission of Dr. Blaine’s Center for Betterment to provide best practice community-based treatment services to help all persons served to meet their full potential as independent and fully productive individuals. Our primary goal in working with this population is to aid persons in their re-entry to the community from jail or prison, assist them with acclimating to society, and assisting each participant with sustained recovery from drugs/alcohol.

Dr. Blaine’s Center for Betterment will be a PA Department of Drug and Alcohol Programs licensed substance use disorder facility.  We provide knowledgeable re-entry specialists to serve individuals who need assistance with a wide range of re-entry resources and programming, as well as substance use disorder treatment recommendations. Our mission is one of quality care, education and expertise in both recovery and re-entry for each participant and their families to not only assist in sustained recovery but maintained time without committing crime also.   

Our Vision

Dr Blaine’s Center for Betterment is a best practice substance abuse outpatient care provider, integrating comprehensive outpatient care services and re-entry resources through a single point of access, by utilizing clinical expertise and by exhibiting outstanding service excellence.

Dr Blaine’s Center for Betterment’s vision is to play an ever-growing role in the maintenance and revitalization of Hanover and the people within it.  Betterment is the vision for Blaine’s Center.  Everyone can always be better.  That may take some planning and assistance that seemed too much at a time, but when we truly strive nearly anything can be achieved.  Blaine’s Center is to serve as a starting point for addicts, alcoholics, ex-cons, and the like to become the individual they tell themselves they can be.  That desperately want to tell their children and parents who they are.  Anyone can change with the proper guidance, encouragement, and time.  We envision Dr. Blaine’s as an expansive concept.  One that tackles as many areas as possible inflicting the residents, then turning to the structures. 

In time, Dr. Blaine’s will have multiple facilities, specified to meet individuals where they are, while assisting them to where they want to be.  That may mean helping them to further their education through programs that OVR or Career Link offers.  Offering life skills meetings to help obtain a way of life previously unknown.  The furthering of education will be urged for staff and the population served, as knowledge gained will assist with creating realities out of the dreams they had before they even began their journey.  The sick, the suffering, the lost are all tired of being this way and Dr. Blaine’s Center for Betterment’s vision is to help persons reenter society, help persons walk through their recovery from substance abuse, and help to revitalize old construction of Hanover with the help of those that gain their foundation at Blaine’s Center.

Provide direct services, education, support and advocacy for patients, family members and significant others who are involved with his/her care. Meet the individual needs of each patient without regard to race, color, national origin, religion, sex, age, handicap, veteran status, or ability to pay. Respect the patient, his/her family, and significant others as individuals, assuring his/her right for confidentiality, respect, and dignity. Maintain optimal standards of professional practice leading to the highest possible quality of care. Integrate patient/family education into all plans of care. Meet the needs of all referral sources and stakeholders in the most prompt, professional manner possible. Promote and encourage the professional growth of all staff.

Our Philosophy

Dr. Blaine’s Center for Betterment’s goal is to help individuals sustain recovery from drugs/alcohol and re-enter society as productive members of the community after incarceration. We help individuals prevent future family, legal, educational, employment, social problems to name a few. We assist individuals with managing current problems in a manner that, when the treatment plan is followed, leads to the best possible outcomes. Dr. Blaine’s Center for Betterment uses a holistic model of treatment, which is based on the understanding that bio-psycho-social-mental-spiritual and volitional factors affect substance use and addiction.

Our program includes special components to enhance the development and growth in each of these areas and is individualized to meet the specific recovery needs of each patient. Our program utilizes a variety of therapy modalities that center on assisting clients make immediate changes in their lives and supporting on-going recovery and wellness. Dr. Blaine’s Center for Betterment further believes that addiction impacts all family aspects and that the effects are multi-generational. Family members and significant others are important in the recovery process and are included when available (with the clients’ permission) in the treatment experience when appropriate.

Who Benefits?

The outpatient program is designed for those individuals who need treatment and/or education for substance abuse and/or re-entry. It is available for those who have experienced negative consequences from alcohol and/or drug abuse and do not want to continue usage. It is available for those who are reentering society after serving a term in either a county, state, or federal facility and wish to have assistance acclimating to society with the least number of negative consequences possible. Additionally, persons with a dual diagnosis of mental illness and addiction may benefit from participation if they have been stabilized and are seeing a mental health professional or physician for the co-existing disorder.

Assessment, Placement and Referrals

Everyone shall receive a comprehensive assessment to determine a diagnosis and recommended level of care. The purpose of the substance use assessment is to identify the individual’s reasons for seeking services, to clarify what each individual needs and prefers related to seeking services and to ensure the highest quality of care that we can provide to everyone participating in our program. Maintaining contact with other professionals, such as attorneys, doctors, therapists, etc. who are involved in the participant’s treatment or re-entry care is often beneficial to the participant. It is often especially useful to maintain contact with physicians, therapists, probation officers, and attorneys. However, this contact is only done so with the participant’s signed consent.

Confidentiality

Dr Blaine’s Center for Betterment strictly follows all Federal and State guidelines on protecting the individual’s confidentiality.

Our staff cannot, and will not, share any information with anyone except those individuals that are staffed by the facility and information will only be discussed on a need-to-know basis, unless given written requests to do so or if it is determined that there is a danger to oneself or others.

Our staff is also required to report any evidence of child abuse or elder abuse. These are all rare.
